THE FAILURE OF ‘CORE CAPACITIES’ UNDER THE WHO INTERNATIONAL HEALTH REGULATIONS

Abstract Analyses related to the Covid-19 pandemic have mainly addressed measures adopted in response this event without paying attention provisions included 2005 International Health Regulations which require States develop predefined core capacities prevent, control and provide a public health international spread of disease. The legal architecture these obligations has, however, various shortcomings largely failed implement required measures. Only recently has some practice been developed by WHO address deficiencies, further action is still finally (neglected) cornerstone global system.
