THE FAILURE OF ‘CORE CAPACITIES’ UNDER THE WHO INTERNATIONAL HEALTH REGULATIONS

Abstract Analyses related to the Covid-19 pandemic have mainly addressed measures adopted in response this event without paying attention provisions included 2005 International Health Regulations which require States develop predefined core capacities prevent, control and provide a public health international spread of disease. The legal architecture these obligations has, however, various shortcomings largely failed implement required measures.
